DATA CENTERS AS STRATEGIC CENTERS OF GRAVITY: THE SHIFT FROM TERRITORIAL CONTROL TO DIGITAL INFRASTRUCTURE IN MODERN WARFARE
Abstract
Where does military might actually live today? It isn’t just on the battlefield anymore; it resides in air-conditioned server halls, coastal fiber-optic landing stations, and sprawling commercial cloud networks. Using Clausewitz’s concept of the Schwerpunkt (center of gravity) [1] and recent debates around cyber conflict, this paper maps out the three-layer digital architecture that dictates modern military success. We test this reality against five distinct scenarios: the Viasat KA-SAT blackout of 2022, Estonia’s pioneering Data Embassy, Ukraine’s frantic wartime cloud migration, the SolarWinds espionage case, and the ongoing Israel–Gaza conflict. Gaza, in particular, forces us to confront genuinely unprecedented developments. It features the first mass deployment of AI targeting systems (Lavender and Gospel), the operational use of a massive commercial cloud contract (Project Nimbus), and direct kinetic strikes against AWS data centers by Iranian drones. We analyze the legal friction this creates under the Law of Armed Conflict and frankly assess why current counter-strategies fall short.
